The City Government of Isabela led by City Mayor Sitti Djalia Turabin-Hataman, held a Planning Workshop, January 23 at SP Session Hall to formulate the Comprehensive Development Plan (CDP) for Fiscal Years 2023-2028 and the Executive-Legislative Agenda (ELA) for Fiscal Years 2023-2025. This is a two-day gathering of the executive and legislative branches of the city government facilitated by the City Planning and Development Office (CPDO).
On its first day, CPDC Engr. Gay Palagtiosa presented the overview of the CDP and ELA approval process, and was followed by PDO II Engr. Merewyn Sadjail, who discussed Agenda 1 on the preparation/enhancement of the proposed list of PPAs, CapDev, and legislative requirements for the drafting of the Comprehensive Development Plan CY 2023-2028 per development sector.
In her message, Mayor Hataman pointed out the importance of the ELA as a response to the gaps in the executive plans and an avenue for the Council to also put forward their agenda for the city. “Gusto natin from the start ay kasama natin ang legislative natin at para hindi taga-approved lang sila ng kung ano ang inihain nating mga plano”, Mayor Hataman said.
The ELA is a unifying document corresponding to the term of local elective officials that is developed and mutually agreed upon by both executive and legislative departments of the local government while the Comprehensive Development Plan is a medium-term sectoral plan of the local government, covering six years, which outlines the local government’s priority programs, projects and activities.
