January 8, 2021 | ISABELA CITY, Basilan – The Isabela City COVID19 Task Force Health, Logistics and Containment Clusters together with the 45 barangays of the City convened at the CDRRMO OpCen, Friday, to discuss matters related to DILG Memorandum Circular requiring all Barangay LGUs to establish and operationalize Barangay Isolation Units (BIUs) herein dubbed our Barangay Bayanihan Reception Facilities (BBRF) in all barangays of the city.
 
Present at the consultative/coordination meeting as resource speakers were City Administrator Joel L Zanoria, City Health Officer Dr Mohrein Ismael VI, CDRRMO Uso Dan Salasim and Acting CDRRMO Jamju Rivera who fielded questions from the assembled body composed of the following BHERT members:
 
▪️Punong Barangays
▪️Barangay Kagawads on Health
▪️Barangay Health Workers
 
Among the different topics discussed were:
 
▪️Minimum Requirements and Health Standards to be followed in the identification and establishment of a Brgy Isolation Unit (BIU) or Brgy Quarantine Facility (BQF)
▪️LSIs/ROFs to be hosted by BLGUs at any one time
▪️Cooperation between BLGUs and the City Government on the sustained operations, funding and/or logistics of BIUs/BQFs
▪️Arrival and Billeting/Accommodation Protocols from turnover to BIUs/BQFs
▪️Strict monitoring by CHO and CDRRMO of all operational BIUs/BQFs
▪️Clarifications on protocols re: requests for home quarantine and the issuance of letters of acknowledgment (NOT letters of acceptance)
 
The resulting consensus culled from the grassroots consultation/coordination meeting shall then be submitted to the Isabela City COVID19 Task Force headed by Mayor Sitti Djalia A. Turabin-Hataman for approval with inputs and finally for implementation.
The City Government has taken on the sole responsibility of receiving all arriving LSIs/ROFs from May 25, 2020 to present. As per ZamPen RIATF RTF report on January 8, 2021, Isabela City is the only LGU among the 3 Provinces and Zamboanga City of Region 9 classified as a MINIMAL RISK AREA.
