EXECUTIVE ORDER NO. 015, s. 2021 “An Order Declaring and Imposing General Community Quarantine in the City of Isabela, Basilan, and prescribing Omnibus Guidelines for the duration thereof”
COMPREHENSIVE GUIDELINES
Guidelines are pursuant to the ff:

MINIMUM HEALTH STANDARDS
Wearing facemasks/faceshields even indoors and in private vehicles
Physical distancing – at least 1 meter apart
Bus – 1seat apart
Tricycle – 1 driver and 1 passenger allowed
Motorcycle – drivers only. No back ride except those living in the same household
Pumpboat – 1 meter apart
Trucks – 1 meter apart
Private car – 1 meter apart
Vans/multicabs – 1 meter apart
* Transportation must be disinfected before embarkation
Regularly wash/sanitize hands using water, soap or alcohol
Conduct regular disinfection of surroundings
MOVEMENT OF PEOPLE
Limited to access goods and services from permitted establishments, work, or other allowed activities
Persons below 18yo or above 65yo, pregnant women and persons with comorbidities are required to STAY HOME FOR 24 HOURS, except for medical or health emergencies or if they are scheduled for vaccination.
Only APORs are allowed to enter or exit Isabela City unimpeded.
Non-APORs may only enter/exit Isabela City or leave their residence to access food, medicine or other essentials and allowed services.
Movement of cargo, logistics, trucking, courier delivery shall remain unhampered. Only 5 personnel are allowed on board, with social distancing.
PNP shall conduct inspection procedures at checkpoints
APORs or AUTHORIZED PERSONS OUTSIDE RESIDENCE
The ff are recognized as APORs (Authorized Persons Outside Residence):
Health and emergency frontline service personnel
Government officials and frontline personnel
Duly authorized Humanitarian Assistance Actors (HAAs) transporting medical supplies or laboratory specimen
Persons traveling for medical or humanitarian reasons
Persons going to the airport for travel abroad
Anyone entering/exiting the city for work or business, and going home
Returning/repatriated OFWs (ROFs)
Locally Stranded Individuals (LSIs)
Uniformed personnel, government officials, employees for official business with travel/mission order
OFWs, students enrolled abroad, foreign nationals exiting the country
MASS GATHERINGS
The ff are hereby PRHIBITED:
Social gatherings outside residences (unless permitted by LGU)
Visitors/guests in residences
The ff are ALLOWED:
Gatherings essential for the provision of health services, government services, humanitarian activities (if permitted by LGU)
Masses, prayers, funerals, wakes, and other religious gatherings upto 30% of venue capacity (if permitted by LGU, upto 50% cap)
Only 10 persons per group may visit cemeteries, memorial parks, columbaria at the same time.
ESTABLISHMENTS CLSED TEMPORARILY
Entertainment venues (videoke, bars, clubs, concert halls, theaters, cinemas)
Gambling dens, cockfighting and cockpits, lottery and betting shops, other gaming establishments
Outdoor sports courts or venues for contact sports, games, activities
Hotels, lodging houses, inns with DOT Accreditation may accommodate guests for legitimate purposes only.
Restaurants, cafes, gyms, spas, function halls shall be subject to DOT and IATF guidelines (DTI may issue a negative list however which shall be CLOSED for the duration of GCQ)
All non-essential businesses, shops, stores, stalls, etc.
Work from Home and other flexible work arrangements are encouraged
CONSTRUCTION PROJECTS
Construction projects shall comply with safety guidelines by the DPWH
GOVERNMENT OFFICES
Government offices shall operate at a minimum 30% capacity
IDENTIFICATION CARDS
Only the following IDs shall be recognized:
IATF IDs
Valid IDs or pertinent documents
Local IDs issued by the LGU
EDUCATION SECTOR
Face to face classes shall continue to be suspended, schools shall operate in accordance with DepEd Guidelines
Limited face to face classes for higher education subject to CHED or TESDA Guidelines
PUBLIC TRANSPORTATION
Public transportation shall be allowed to operate according to DoTR Guidelines
OUTDOOR SPORTS / EXERCISES
Allowed outdoor non-contact sports;
Walking
Jogging
Running
Biking
Golf
Swimming
Tennis
Badminton
Equestrian
Range shooting
Diving
Skateboarding
Below 18yo and above 65yo are allowed outdoor non contact sports or exercise.
Spectators are prohibited
CURFEW HOURS
9:00 PM TO 5:00 AM

Acts of discrimination are denounced in the strongest of terms
CONTINUOUS WORK AGAINST COVID19
Pursuant to RA 11332, everyone is required to immediately and accurately report any person who displays covid symptoms
BHERT shall continue to assist the City Goverment and DOH in implementing measures relative to COVID19.
PENALTIES FOR VIOLATIONS
Violators are punishable under Section 9, par. (d) or (e) of RA 11332 and IRR par. C of IATF Resolution No. 106-B
